POLICY MAKING DIFFERENCES AMONG USA LEGISLATORS ON BUDGET ALLOCATION HAS RESULTED IN TO PARTIAL SHUTDOWN OF USA GOVERNMENT FUNCTION UNTIL EARLY NEXT YEAR.

     USA government legislators in the House of Representatives and the Congress, specifically the appropriation committee members and legislators have enacted the CR (Continue Resolution) bill in to legislation on December 22nd of the year two thousand and eighteen (2018) to avert USA government total shutdown and to enable partial continuation of USA government function until the end of the month of February in the year two thousand and nineteen (2019), despite continued policy making differences among the government's main Institutions as the White House the Senate and Congress on budget allocation, particularly for border construction and control along USA farthest Southern border to Mexico as specified by USA President Donald Trump mandate for immigration by appropriate border control at the major ports and along the border crossing line regions to the neighboring countries and for emergency federal and disaster respond budget appropriation as required by the government's legislation for immediate emergency respond in the various fields that entailed the federal emergency budget allocation legislation for Natural Catastrophe emergency measures and respond, besides the annual budget allocation for federal programs in the various States of USA that entailed the budget for defense health and human services the budget for various types of transportation network as the air the rail road and the on road transportation network systems with emphasis on aviation and aeronautic programs. State finance home land security agriculture and other federal programs have been included in the budget allocation of the previous and the next year the year two thousand and nineteen (2019) that may exceed the three hundred billion dollars mark, due to additional five ($5billion) dollars for border wall construction and seven point eight (7.8billion) for emergency respond services as the Natural Carastrophies and the frequent wildfire of USA Western region, specially in the State of California. However, various media coverage on the impact of the partial government shutdown crisis on the federal programs and the private financial sectors performance, besides the monetary and currencies value fluctuation that may require a scientific conclusion for appropriate approach toward the required solution to USA government frequent government shutdown crisis, due to policy making differences for a unified budget allocation policy among the mentioned major Institutions of the government of United States of America.
