DISPUTE BETWEEN THE USA AND THE EUROPEAN UNION COUNTRIES OVER PRIVATE OWNERSHIP OF CYBER DEFENSE CENTERS, INSPITE OF THE GOVERNMENTS INEFFECTIVENESS, OR THE FAILING EFFORTS IN THE REQUIRED CONTROL FOR SAFETY AGAINST VIOLATIONS IN THE INTERNET AND THE CYBER WORLD.

Despite the USA and the European Union countries effort in regulating the unusal occurrance of things in the internet and the cyber world in regard to the cyber attacks, Cyber defense and electronic mail violations of which only few people may have known, or made aware of by new regulations, legislation enaction, or by the control of Servers, Base stations, Satellites activities in the Space and possibly the control of the wireless space in the atmosphere and beyond in the far away outer Space, These unusual occurrance of things in the internet and the cyber world, or rather the violations in the internet, the cyber defense systems and the electronic mailing systems have been increasing at an alarming rate in various countries around the world, due to the abuse of knowledge of basically computer science and other fields of Science and Mathematics, besides the ineffectiveness of the governments effort in the required means for the effective control and reduction of internet violations, or cyber attacks by Cyber defense Mechanism of the Advance High Tecnology, or by the co-ordination of various departments for the required safety being sought in the internet and the cyber world that have proven as indispensable in the various fields of studies and almost all types of work in the world of today. However, much has been done in these regard in both Europe and the USA for the required safety being sought in the internet and the Cyber defense world, inspite of the dispute between the USA and the European Union countries for the building, or the private ownership of Cyber Defense Centers.
