Governments debates on climate change with the effort in the sought for the best and effective means of the allocated funds distribution solution estimated at the sum that exceeded ninety billion euros has continued without solution in the major European Union capitals and particularly in Germany's capital Berlin, despite environmental protection agencies and the media continued effort in the attempts to reveal climate change hazards, due to humans direct and indirect point and non-point pollution sources that included companies, or factories run-offs in to streams, rivers and Oceans. Besides, continued deforestation in the various Continents of this World. Increased temperature, or Sea levels and continued drought problems in mostly the developing countries, due to decreasing, or less rainfall and how could the mentioned problems be alleviated by fair and effective funds distribution in the various corners of the Earth where Environmentalists finance rescue packages have been badly needed for the protection of natural habitat and species extinction from climate change consequences, or pollution catastrophe in both the developed and developing countries. However, scientists collective approach toward problem solution of the specified climate change and Environment problems emphasized in the requirement for scientific approach by increased funds allocation for research and advance scientific studies in the various fields of science that entailed environmental science.
