Governments effort for the enaction of legislation for environmental protection issues such as the emission of toxic gases by industries, factories, or vehicles, particularly the slight increase in the percentage of carbon dioxide in the atmosphere emitted by the most industrialized nations of the developed countries and the nuclear waste storage problems have remained controversial in the debates so far held in the Parliaments, Senate, or Congress of various nations that entailed the USA, European Union countries, Russia, China, Canada, Australia, the Asian countries, the Middle East, the Arab World and African countries. Financial advantages, or benefits of the major industries and businesses have frequently outweight the environmental protection effort being exerted by governments, despite the enaction of the legislation that authorized the enforcement of environmental protection legislation, or regulations in many of the developed and developing countries. The United States of America political and legislative bodies have suggested huge budget allocation as possible solution to the controversy in environmental protection policy, while the European Union countries Parliaments have emphasized the requirement for technical and advance technological support, rather than the legislative, or financial support in huge budget allocation.
