Despite the indispensable significance in the use of both computers and the the internet in the various fields in our daily lives, particularly those with high tecnology software and much wider range applications intended to ease work, whether it may be work that requires physical fitness, or mental health and intelligence, besides the expected cyber protection in cyber defense, artificial intelligence and data protection, computers and internet use became an increasing global concern a decade ago in various Continents and countries, specially in the developed countries such as the USA, Canada, Russia, China, Germany, England, Japan, Australia, the Niederland, the Scandanavian countries, the Balkans and in many other countries in the developing world of the Arab world, Iran, the Middle East, Asia and Africa in regard to the required data protection, hackers cyber attacks and cyber defense that ranges from simple computer software applications against cyber attacks, or for data protection to the sophisticated and complex long range missiles defense interception, or missiles defense reversal making it, or qualifying it as the world's High-tec and political controversial issues in which both politics and legislations seemed to have failed in the required control and order in the use of computers and the internet by Cyber Defense Centers, particularly among the brilliant young generations with no alternative thought for the return to the traditional documentation process of cabinet filing and storage in the ancient burocracies, or the conventional and unconventional warfares.
