Developed countries encouragement and support of small businesses amidst banks new regulations and strict loan allocation policies may pave the path for free trade in small businesses at both domestic and foreign trade levels made possible by import and export license that have been necessary tools for the combat of flactuation and major businesses down trend performance caused by either outsourcing, or closer of major industries, particularly in the fields of manufacturing, advance markets and money marketing trades, besides the requirement for cash availability by the prevention of violation of businesses performance in empty checks transactions quaranteed by bankrupt banks in the developed countries.
